Offshore SDR or US-based SDR is the first fork when you outsource cold calling, and most pages on the question are written by a vendor standing on one side of it. We stand on the offshore side. Munzai Solutions is registered in Pakistan and the United Kingdom, with a Manchester address and no US entity, and every rep who dials for our clients works from Pakistan on US and Canadian business-hour shifts. We will not pretend otherwise, and we will not tell you offshore is always the answer.
The prices and English scores below were read from the publishers who printed them. The answer-rate numbers are ours, from 78,252 connected calls that Pakistan-based reps made to US and Canadian lines between January and September 2026.
Four places to buy cold calling
“Where to outsource cold calling” is a question about vendor type before it is a question about country. There are four kinds:
- Freelance marketplaces. One caller, managed by you, paid by the hour, with no backup when they disappear.
- Call centers and BPOs. Shared agents reading scripts verbatim, built for consumer volume. They struggle in a B2B conversation with an owner.
- US-based SDR agencies. Reps in the United States at the highest monthly price.
- Offshore dedicated-SDR agencies. One named rep on your account full time, working your hours from the Philippines, India, Pakistan or Latin America. This is what we sell from Pakistan and what SalesHive sells from the Philippines.
The country comparison below covers the last two. Our guide to an outsourced sales team for small business covers the choice between the four types.
Does location matter to US and Canadian buyers?
Sometimes, and the pattern across this year’s calls tells you when. In the first ten seconds the prospect wants to know who you are calling from, whether you understand their business, and whether you are about to waste their time. A rep who clears those bars from Lahore gets the same thirty seconds as one who clears them from Austin.
Location does matter in three cases. Enterprise and regulated buyers sometimes have a procurement rule that only US-based callers may represent the brand. Some prospects have a reflex against any non-American accent that no amount of training moves. And some clients will not sign with an offshore vendor at all. We lose those deals, and we would rather lose them than claim a US team we do not have.
Leadium, which runs only US-based SDRs, draws the same line from the other side. Its June 15, 2026 comparison says US-based teams win on complex sales, compliance exposure and executive buyers, while offshore teams win on volume with simple ICPs at lower cost (Leadium, verified October 14, 2026, US-based vs offshore SDR). We only differ on what “simple ICP” covers. A managed-services contract or a commercial HVAC plan is simple enough for a trained offshore rep to book.
If you want a named rep on your account without the US price tag, see our outsourced SDR services for US and Canadian companies. A dedicated SDR is $1,800/month for 40 hours a week on your time zone, and a pay-as-you-go job starts at $399.
The four options compared
Every price below was read from the publisher’s page on October 14, 2026. English scores come from the EF English Proficiency Index 2025, based on 2.2 million test takers in 123 countries and regions (EF Education First, verified October 14, 2026, EF EPI 2025).
| Option | Published price anchor | EF EPI 2025 | US-hours coverage | Best for |
|---|---|---|---|---|
| US in-house SDR | $80K median OTE (Bridge Group) | Native market | Native | Enterprise, regulated, heavy brand nuance |
| US-based agency | $3,500/month cold-call-only (Leadium) | Native market | Native | Complex multi-stakeholder deals |
| Philippines dedicated SDR | $4,500/month (SalesHive Starter) | 569, #28, High band | Night shift in Manila covers the US day | Volume calling with strong spoken English |
| India (general offshore) | $8-$15/hour offshore band (REsimpli) | 484, #74, Low band | Evening shift covers the US day | High-volume consumer and qualification calling |
| Pakistan dedicated SDR (Munzai) | $1,800/month, 40 hrs/week; jobs from $399 | 493, #67, Low band, above the 488 global average | Your prospects’ business hours, Eastern to Pacific | SMB and mid-market B2B, manual dialing |
REsimpli’s offshore band is general rather than India-specific, and an EF score is a national average that says nothing about any single trained rep.
Cost: what an hour of calling costs in each location
Start with the US in-house number, because every agency price is measured against it. The Bridge Group’s 2025 SDR Metrics report, drawn from 351 B2B companies, puts median SDR on-target earnings at $80,000 with a 3.0-month average ramp (The Bridge Group, verified October 14, 2026, 2025 SDR Models, Motions and Metrics). Divide $80,000 by a 2,080-hour year and you get roughly $38 an hour before taxes, benefits, tools, a manager and three ramp months. REsimpli’s cost guide, updated August 3, 2026, puts outsourced callers at $20 to $75 per hour domestic and $8 to $15 per hour offshore (REsimpli, verified October 14, 2026, How Much Does Cold Calling Cost?).
Leadium publishes $3,500 per month for cold-call-only programs and quotes industry guides at $1,500 to $3,500 per seat per month for an offshore agency (Leadium, verified October 14, 2026, US-based vs offshore SDR).
The Philippines is the premium offshore option. SalesHive’s Starter plan is $4,500 per month for one dedicated Philippines SDR on phone outreach, with a US-based strategist and its dialer included, and the page says offshore programs typically run 40 to 60% less than a comparable US team (SalesHive, verified October 14, 2026, Cold calling in the Philippines).
Our dedicated SDR is $1,800 per month for 40 hours a week, a little over $10 an hour, with a US or Canadian local number, call recordings on request and a weekly report. Our pay-as-you-go SDR jobs are priced per lead. Starter is $399 at launch pricing ($499 list) for 150 leads and 300 dials, Growth is $699 ($899 list) for 300 leads and 600 dials, Scale is $1,249 ($1,599 list) for 600 leads and 1,200 dials, and an Announcement run (one dial, voicemail and email per lead) is $1.20 per lead ($1.50 list) with a 300-lead minimum. Cost per held meeting is still the number to compare.
English and accent: what the EF scores do and do not predict
The Philippines scores 569 and ranks 28th of 123, which EF classes as High proficiency (EF Education First, verified October 14, 2026, EF EPI bands: 550-599 High, 500-549 Moderate, 450-499 Low). Pakistan scores 493 and ranks 67th, inside the Low band but above the global average of 488. India scores 484 and ranks 74th, Low band, a little below the global average (EF Education First, verified October 14, 2026, EF EPI Pakistan, EF EPI Philippines, EF EPI India).
The Philippines wins the national average. What the average hides is the top of the hiring pool. EF’s Pakistan page shows Punjab at 554, Islamabad at 529 and Rawalpindi at 524, inside EF’s High and Moderate bands, and a national speaking sub-score of 517. A screened pool of graduates schooled in English does not sound like the national average. You hear your rep on the script review before the first dial. Our Pakistan outsourcing deep-dive covers the accent question in full.
A clear, unhurried non-American accent with a strong opener beats a native accent reading a weak script. What loses the call is a rep who cannot handle an interruption or paraphrase an objection, and those are training problems you can test before you sign.
Time zones, attrition and continuity
Pakistan Standard Time is UTC+5 with no daylight saving, so it runs nine hours ahead of Eastern Time in summer and ten in winter. A rep covering your prospects’ business day, 9 a.m. to 5 p.m. in their zone, works 6 p.m. to 2 a.m. PKT on an Eastern list in summer and 7 p.m. to 3 a.m. in winter. A Pacific list pushes that to 9 p.m. to 5 a.m. and 10 p.m. to 6 a.m. The full shift table is in our Pakistan outsourcing guide. A dedicated rep works 40 hours a week in whichever US or Canadian window your list needs, and evenings and weekends are available if you ask.
Attrition is the quieter cost. The Bridge Group reports average US SDR tenure of 1.9 years against a 3.0-month ramp, so every rep change costs you the ramp again, and big offshore call centers churn too because agents are interchangeable by design. Ask any vendor, including us, who takes the account the day your rep leaves and whether you pay for the new ramp. In our case every call is dispositioned in your file, so a replacement starts with the history.
Answer rates and meetings: our 2026 numbers from Pakistan-based reps
From January through September 2026, Munzai reps dialing US and Canadian lines by hand logged 78,252 connected calls, meaning a human picked up, gatekeepers included. Those calls produced 8,846 strategic follow-ups, 6,848 high-quality leads and 2,228 meetings and conversions, roughly one meeting per 35 connected calls. Across campaigns, 35 to 48% of dials were answered by a human.
The answer rate measures human pickup, so a receptionist counts, and getting past the front desk is the rep’s job. The totals span many clients and list qualities, so none of it is a guarantee. Clients describe the same campaigns on our reviews and testimonials page.
Answer rates hold up from Pakistan for a mechanical reason. Reps dial manually from US local numbers, one call at a time, so there is no predictive-dialer pause when the prospect answers. That pause is what gets you hung up on.
When US-based is the right choice
Choose a US-based team when your buyer is an executive at a large company, when the deal needs several stakeholders, when the product carries brand nuance that takes months to absorb, or when procurement rules require a US caller. Leadium also notes that many B2B prospects answer on personal cell phones, which blurs the B2C line under the TCPA and its statutory damages of $500 to $1,500 per violating call (Leadium, verified October 14, 2026, US-based vs offshore SDR). That exposure follows the number dialed wherever the caller sits, so ask any offshore vendor how its reps are trained on it. We scrub every list against the US National Do Not Call Registry before the first dial and decline consumer lists. The compliance checklist is on our B2B cold calling services page, and the rule summary for the US and Canada is in the Pakistan post.
The “scam” reflex, and how to listen before you buy
Ask an American what they think of cold callers and the first word is usually “scam.” That reflex is why the opener matters more offshore. Our reps open as calling from your company, “This is Sara from Acme,” and give the reason for the call in the next breath, because an unfamiliar accent with no company name attached reads as a scam inside three seconds. Our B2B cold calling services page explains how the script is written for your offer and approved by you before the first dial.
Before you sign with any vendor, ask to hear unedited calls from a live campaign, prospect details redacted and client consent on file. Ask us the same through the form on our outsourced SDR services page. The surest test is a 150-lead pay-as-you-go job, where recordings of your own calls are yours on request. Listen for the opener, for whether the rep lets the prospect finish, and for whether the close asks for a specific time.
FAQ
Offshore SDR vs US-based SDR: which books more meetings?
Neither by location alone. Meetings follow list quality, script, dial discipline and follow-up. A US-based rep has the edge with executive buyers, and a trained offshore rep at a fraction of the price can match them on SMB lines. Our 2026 figure from Pakistan-based reps is one meeting per roughly 35 connected calls.
Cold callers in the Philippines vs the USA: what is the real cost gap?
SalesHive publishes $4,500 per month for a dedicated Philippines SDR and says offshore programs run 40 to 60% less than a comparable US team. Leadium publishes $3,500 per month for a US-based cold-call-only program. The Philippines is the premium offshore option, and Pakistan and India sit well below it.
Is outsourcing cold calling to Pakistan a good idea?
For SMB and mid-market B2B campaigns into the US and Canada, we think so. A dedicated SDR is $1,800 per month for 40 hours a week on your time zone. Pakistan’s national EF score of 493 sits in the Low band but above the global average, and Punjab, at 554, and Islamabad, at 529, sit well above it. Read our Pakistan outsourcing guide first.
Does accent matter in cold calling?
Less than the opener does. What kills calls is a rep who cannot handle interruptions or objections, which is a training problem you can catch before launch. Ask for recordings and judge the rep you will actually get.
